Scoping

A call for expert nominations was issued to Governments, Observer Organizations and IPCC Bureau members on 1 May 2019. The Governments and Observer Organizations are requested to submit nominations via their focal points (IPCC Focal Points or focal points for Observer Organizations) before Sunday, 2 June 2019 (midnight CEST) using the online application.

IPCC Procedure

Section 4.1 Each IPCC Assessment Report, Special Report, Methodology Report and Synthesis Report, as defined in Section 2 of Appendix A to the Principles Governing IPCC work, should be preceded by a scoping meeting that develops its draft outline (and explanatory notes as appropriate). Nominations for participation will be solicited from Government Focal Points, observer organisations, and Bureau members. Participants should be selected by the relevant respective Working Group Bureau/Task Force Bureau and, in case of the Synthesis Report, by the IPCC Chair in consultation with the Working Group Co-Chairs. In selecting scoping meeting participants, consideration should be given to the following criteria: scientific, technical and socio-economic expertise, including the range of views; geographical representation; a mixture of experts with and without previous experience in IPCC; gender balance; experts with a background from relevant stakeholder and user groups, including governments. The Working Group/Task Force Bureau and, in the case of the Synthesis Report, the IPCC Chair will report to the Panel on the selection process including a description of how the selection criteria for participation and any other considerations have been applied, and including a list of participants.

  2. Send the completed form, together with your CV in english (max 4 pages in PDF), to YOUR focal point for submission
According to the IPCC Procedure, only the IPCC focal point or the focal point of the IPCC Observer Organization is allowed to submit the nominations for scoping.

How is the selection done?

All nominations:
Bureau members each indicate their first and second preferences for individuals they would like to see participating in the meeting.
Draft list:
The Scientific Steering Committee (SSC) builds up a draft participation list taking into account Bureau members’ preferences and criteria such as scientific, technical and socio-economic expertise, including the range of views; geographical representation; a mixture of experts with and without previous experience in IPCC; gender balance; experts with a background from relevant stakeholder and user groups, including governments.
Final list
The Bureau provides feedback on the draft list prepared by the SSC and the SSC prepares a final list based on Bureau feedback.
Approval:
The Bureau signs off the participation list subject to final adjustments.
Invitation:
Invitation letters are sent to the selected experts by the Secretariat.
